That is correct, to get the pre-order item and entrance into the final betas as well as the early play on release you will have to have the pre-order code that comes with the pre-order box. If you did not get the pre-order box you will not have access to any of that.

Just to be perfectly clear, do friend passes work on the April 15th BWE or not?

So yes, you can use a friend's pass in the April beta if it is unused.

Wasn't that the case with all the BWEs? Or was there some other way of getting into them that I didn't know about?

They will still work, the actual thing that Anet said similar to this was that they will not be distributing any more passes out by any other means other than pre-orders. So don't worry.

Now, could someone answer my question?

Your best bet with EB is just to bug them until they either agree to hold you a pre-order box when they do get them (my local EB has a dozen or so in the back) or just keep them reminded that they owe you a pre-order box. The final(?) BTW is coming April 15 and there shouldn't be any reason there are no beta boxes before. Just remember, the squeaky wheel gets the grease.
